(UX) Quick actions are cropped away on mobile

The quick actions that appear on row select (instead of hover) are actually less usable on mobile than before, because they're cropped off at narrow widths, and you can't scroll the header to make them visible.

In the old version, you could access these menus through touchscreen gestures. (Involves some single-finger drags to emulate hover, but it's not hard to do.)
