Migrate to Puppet Development Kit

Since Puppet finally caught up with Chef and has a development kit complete with IDE integration, we want to migrate this module to using the PDK template.

Benefits

• lower gem "fat"... PDK includes what is needed to build and test Puppet modules, we can basically ditch ~ 100 gems currently bundled.
• community standards are just what Puppet needs. Vox Pupuli maintains a lot of awesome Puppet modules and the PDK basically is a streamlined approach of the community defaults. ❤️

Risks

• some features in PDK are not yet stable or in the defaults like Beaker support
