Remove Bazel from cloud-provider-gcp #259

This PR removes Bazel-related files from this repo, and re-implement all existing functionalities with scripts and GNU make.

Does it change how we build cloud-controller-manager? Would you please update README.md with the new build instructions as well? Thanks.

Note that builds are done with Bazel and not the Go tool. Don't follow public
Go module docs, instead use instructions in this readme.

Note: this is no longer true for go >= 1.16

I've been out, but please start by running these through https://github.com/koalaman/shellcheck (and ideally this should be added as a presubmit here along with making the switch). There is an example of this in Kubernetes/Kubernetes.

There has been 2 other attempts which haven't really gone anywhere.

None of the people on this PR are active related to this repo anymore for O(years). I suggest filing a new issue.
