As a developer when using docker registry during development, I should not get stuck if the docker-registry is unavailable due to disasters such as, which can cause data center going down.
As a dev team of decent size (say > 5 developers), we do not want to get slowed down during development while pushing and pulling images to docker registry. The docker registry should scale to meet high volume / request demands.
