[Enhancement] foreach support for existing Generate patterns

Note that we don't block changes for a generate foreach rule, if a target spec changes, Kyverno generates a new resource, see example in https://github.com/kyverno/kyverno/pull/11140/files#diff-43714e7c76eb03a4fb8184c5f0701f91026be71c0d92422f21674b14940c1819.
