Objective of issue: Add NxSDKRuntimeService to runtime_services.py to enable running on Loihi

Lava version:

  • 0.3.0 (feature release)

I'm submitting a ...

  • feature request

Current behavior:

  • NxSDKRuntimeService does not exist

Expected behavior:

  • NxSDKRuntimeService is able to interact with Loihi through NxCore.
