Temporarily invalid date on dashboard

Environment: Chrome 85 on staging and production

Steps:

1. Start a new submission
2. Enter author details
3. Return to the dashboard page
4. Refresh the page and notice the "Invalid date" rather than "Today"
5. Keep refreshing for a minute or so, the date is now valid.

Expected outcome:
It should not state "Invalid date" (see screenshot)
