With the YabaSanshiro core, loading a PAL game forces it to run in NTSC having it fill the screen and running at 60hz. The problem with using that core is that its pretty inaccurate with lots of glitches from my experience. It would be nice if Beetle Saturn had this option, as running a PAL game currently results in borders and 50hz output, and changing the region causes the game not to boot. Having an option to force NTSC would be great for english releases that only got PAL versions, like Keio Flying Squadron 2.
