SHANWAN Android Gamepad.txt

I bought a noname USB wireless controller from Amazon and it didn't work with existing cfgs.
There are similar cfg's but this has a different device name and bindings. Uploaded file is the cfg I put together and using currently (renamed extension to .txt to be able to upload)
