After installing a new kernel (6.5 for instance) + reboot, you have an update for this new kernel

Describe the bug
As said in the title. In fact, it seems that hwe packages are missing.

To Reproduce
Steps to reproduce the behavior:

1. Go to MintUpdate
2. Click on view (vue in FR) > Kernel
3. Install a new kernel (6.5 for instance)
4. Reboot
5. You got an update for the new kernel installed

Expected behavior
No update after fresh install except if there is a real update.
For that, HWE packages should be installed when a new kernel is installed.
