I have followed the installation steps, but faced an issue when running the first try:

$echo "السلام عليكم " |festival --tts --language arabic
SIOD ERROR: unbound variable : proclaim_language
closing a file left open: /usr/share/festival/languages/language_arabic.scm
closing a file left open: /usr/share/festival/languages.scm
closing a file left open: /usr/share/festival/init.scm
festival: fatal error exiting.

$festival --version
festival: Festival Speech Synthesis System: 2.1:release

proclaim_language is defined into /usr/share/festival/languages/language_arabic.scm
