Bug Description

Auckland was split up to speed up the bulk load process, but as a side effect of this, some building outlines have been added twice linked to the same capture source.

Steps to Reproduce

An SQL query on nz_building_outlines_all_sources to find building outlines with the same building_id and capture_source_id (and geometry) will show the erroneous data. The building outlines that fit this criteria and that are end dated could be deleted from the database.

nz_building_outlines is not affected.

The line of darker buildings are incorrectly duplicated.
