User Story

In order to spit commercial buildings as a LDA doing QA I want an efficient workflow to achieve this.

Acceptance Criteria

have the parcel layers visible in QA
do not delete half the polygon if you use the split tool
...

Add an Assignee, Milestone, Release and any relevant Labels.
