Overview

We want to be able to create a second stack for the same site (e.g., for smooth upgrades with no downtime). We are smart about bucket names, but we need to test for and modify other names as necessary. The OAC name, for example, is known to fail on conflict. Of course, where names can be repeated (such intra-stack resource reference names), we want to keep the current names.
