Enhancements in Chaos Center: Multiple Project Owners and Log Download API

• Create an API to download logs
• Currently, the API docs have not been updated, We need to update the API docs also.

When they say artifacts I think they mean the logs from the chaos experiments and In the issue #4358 (chaos results and logs) are artifacts of chaos experiments.
That's what I think the logs are about.
