migrate from scala to scala-cli AFTER official release of new runner #734

It is unclear if the new scala runner will replaced by scala-cli before the fall semester of 2023 starts
Strategy for print:
- Use scala-cli in print compendium
- State somewhere that scala-cli will be replaced by scala soon
When scala-cli becoms the new Scala: search-and-replace all scala-cli in online compendium. Make note on home paga end tool page etc.
