The appearance tab has more options than fits the screen, but is not scrollable and the screen is not resizable

Indeed!

Regarding the specific truncated line at the bottom, there is a ticket already: #936

Regarding the UI having rigid height, not adapting to small screens: a quick win may be to make it scrollable. A more proper fix lies in #351, with a redesign of the preferences overall.
