The idea is to have a website where we can visualize top pull requests reviews per language/technology.

Is your idea related to a problem or a need? Please describe.
Understanding third-party code is quite hard - a great way to start contributing to a code base is to see how the reviews are done and which style is usually adopted.

Additional context
I have been thinking about this for quite a while - personally I found that reading reviews from great engineers/experts is the way to learn new programming tricks or standard patterns to follow. A recent article seems to validate this point.
