Make loading encrypted images look snappier #6590

Adds proper react css transition to encrypted images placeholders, so that we can animate it's entrance and exit properly.

In addition, adds simple css animations file to properly handle all of the animations in one place, so that it's much easier to properly handle prefers-reduced-motion media query.

Modify encrypted images loading for better UX

That looks great! Definitely improves the experience when loading a room 👏
A faster animation would probably make the experience a bit more snappy but this is down to personal preference

I think we're good to go! Thanks @Palid for working on this.👏 We might want to add a loading progress indicator in the future, for even better feedback, but that's out of scope for this iteration, which already does a much better job than what we had before.
