panctl is not functional

1. Runnig it in docker is not possible because you need the UI to be started before you can run panctl. None of the images on docker hub are able to run panctl.
2. Running it outside of docker works but you have to run the UI and if you don't you get the following error.
   ERROR: pantalaimon: Notifications are enabled but no notification server could be found, disabling notifications.
3. Due to the error in 2 no messages are ever shown in panctl
4. It's unclear from the instructions what pan-user and user-id is exactly and where to get these values.
5. Responses such as list-servers are empty responses even though the proxy is running correctly.

Is there any other way I can get an encrypted connection without using panctl?
