There's no way to discover new/changed config options when upgrading synapse (SYN-580) #1464

Generating a new config in synapse generates a default yaml file explaining all the options, but that doesn't give an easy way for a server admin to find documentation for the new options.

We could publish a copy of the default config somewhere either by hosting in github/matrix.org or by adding an option to synapse to print a default config.

There is a sample config here now: https://github.com/matrix-org/synapse/blob/master/docs/sample_config.yaml

A better way to update your config would still be nice though

yes, but that sounds like a whole other project. let's call this done.
