Support for partial flashing

Currently hex files change too much on recompile to support partial flashing functionality as the partial flashing algorithm reports all pages change between hex file versions, including when the source code is the same. Perhaps we should consider restructuring the hex file to make it compatible with partial flashing. I'm unsure on exactly what this would involve.
