ImageResizer always launches on the primary monitor even if the right click menu is opened on another monitor.

Environment

Windows build number: [run "ver" at a command prompt] Microsoft Windows [Version 10.0.18363.592]
PowerToy module for which you are reporting the bug (if applicable): ImageResizer

Steps to reproduce

Open the right-click context menu on a file in a secondary monitor.

Expected behavior

The ImageResizer app should open on the same monitor.

Actual behavior

The ImageResizer app opens on the primary monitor.

I'm not facing this issue with PowerRename on the current version that's in the master branch. PowerRename launches on the same monitor where I right click for me.

@arjunbalgovind, just retried this, Rename launches on primary monitor on at least the current MSIX build.

Yes, I've noticed this on the MSIX build as well. I think it doesn't happen for the MSI.

@arjunbalgovind it does as well :)

Surprisingly, when it is launched on the primary monitor it appears on the foreground for me. (If the right-click wasn't on the prim monitor).

Looks like for ImageResizer this issue existed for both MSI/MSIX and now its fixed for both. For PowerRename this seems to be an MSIX specific bug. It opens on the correct monitor for the MSI installation.
We could make a separate issue for that then and resolve this since its resolved for MSI for both PowerToys.
