PowerToys version: current master

Steps to reproduce

  • install through MSIX on a non-admin account
  • Set "Run at logon" and "Run as admin"

Expected behavior

  • after failed elevation PT start non-elevated

Actual behavior

  • PT keep requesting for elevation
