[MSIX] PowerRename may not appear in the context menu after install [a reboot fixes it] #1326

This may be an external bug. When installing PT using the MSIX package, PowerRename may not be present in the context menu. Logging off and back on, or rebooting, fixes the problem.
When installing with MSI we were killing and restarting Explorer upon uninstall/upgrade to make sure the new shell extension was released/reloaded. With the MSIX we don't do that and we need to figure out if it is possible to force Explorer to reload the shell extensions.

Restarting Windows Explorer from the task manager also works and it is quick, but I suppose we want a better solution than that. Seems like something MSIX should take care of while installing the extensions.
