Description of the new feature / enhancement

if software aleady started, powertoys run will open exists window, not a new window. it will be useful for some software like vscode or edge.

Scenario when this would be used?

when i open to many window and i want check to any exist started window

Supporting information

may someone want to always open a new window, I think there can add a new button to control powertoys run open software action.
