Steps to reproduce

  • install msi version PowerToys
  • set "run at startup" on and "always run as administrator" off
  • restart windows

Expected behavior

Powertoys runs as user

Actual behavior

Powertoys runs as administrator

fix in 0.16, not high enough for hot fix

The fix is now available in 0.16 https://github.com/microsoft/PowerToys/releases
