Description of the new feature / enhancement

To allow PowerToys Run to exclude certain items from appearing in the result list. Excluded items can range from parts of Program plugin or Shell plugin.

Somewhat related to #15513

It'd be better if we can define the exclusion within JSON files

Scenario when this would be used?

A lot of exes within git for example gets included in search result. Also undesired programs with similar name gets included in search result.
