[Run] - Run takes too many launches to associate terms with launched apps #3145

Environment

Windows build number: Microsoft Windows [Version 10.0.18363.836]
PowerToys version: v0.18.0
PowerToy module for which you are reporting the bug (if applicable): Run

Steps to reproduce

Note: If you've been using Run for a while, you'll likely need to use a different term/app combo than the one listed below.

  1. Summon Run
  2. Type ter
  3. Select Windows Terminal
  4. Summon Run
  5. Type ter

Expected behavior

Windows Terminal is the top suggested result.

Actual behavior

Internet Explorer (RIP) is the first result. Only after ~13 invocations with the same term will the launched app be the top result for the term. I think the frecency calculation should be tweaked a little to prefer recent pairings when frequent pairings aren't available.

Came to report a similar issue, although powershell was my app of choice. :)
