Environment

Windows build number: Microsoft Windows [Version 10.0.19041.264]
PowerToys version: 0.18
PowerToy module for which you are reporting the bug (if applicable): Run

Steps to reproduce

  1. search for a window that is open
  2. start menu shortcut appears before the WindowWalker window that is currently open. For example, "Whatsapp desktop" appears before the actual "whatsapp desktop" window that's open.
    Note: shortcut doesn't work in some cases when the window is already open. Perhaps combine in these situations?

Expected behavior

I should have the open window show up ahead of the app shortcut.
