[KBM] Remappings don't get disabled while Type Key is open but the user switches to another window #3227

For consistency with the behavior we decided, remappings should not be applied at all when the Remap a key/shortcut window is open (even if not in the foreground). The bug occurs specifically if Type key or Type Shortcut are open.
