Fancy Zones Breaks Fullscreen applications

Windows build number: Microsoft Windows [Version 10.0.17763.737]
PowerToys version: Version 0.11.0
PowerToy module for which you are reporting the bug (if applicable): Fancy Zones

Steps to reproduce

Open a fullscreen application, and alt-tab out, it will either not allow you to tab back in, or take a couple of tries.

Expected behavior

Able to tab out and back into fullscreen applications

thank you for reporting the issue and sorry for answering only now.
The problem you describe may be caused by the same issue effecting #306
Turning off the "Flash zones when the active FancyZones layout changes" setting may fix the problem.
