[PowerToys Run] Option "switch window"

As an alternative, the “switch window” option may be useful if the selected application is already running. If option is enabled - window should be switched instead of opening a new one.

hi @AnourValar, we have a number of issues regarding "switching to active window" which is provided by the Window Walker , which is the app that was integrated into PT Run.
