Repro Steps
The result is:
-bash: /mnt/c/Windows/system32/hostname.exe: cannot execute binary file: Exec format error
The import is apparently failing to create /usr/lib/binfmt.d/WSLInterop.conf.
The fix is found in #8952
Expected Behavior
Windows .exe files would continue to work after a WLS import.
Actual Behavior
Windows .exe files fail after an import.
