Your Distribution version: Ubuntu 20.04.1 installed from windows company store
Whether the issue is on WSL 2 and/or WSL 1: WSL 2

Steps to reproduce

• Download 2020-08 Cumulative Update Preview for Windows 10 Version 1909 for x64-based Systems (KB4566116)
• Manually install KB4566116
• Following the instruction from Windows Subsystem for Linux Installation Guide for Windows 10 for Windows 10 1909
• Install Ubuntu (20200810 build of Ubuntu 20.04.1) from the company store
• Start Ubuntu from the start menu

WSL logs:

Expected behavior

A new user is created and Ubuntu starts

Actual behavior

I a new user isn't created and Ubuntu didn't start.
