No Internet with WSL on system with multiple LAN addresses

Repro Steps

Install WSL

Open Ubuntu

sudo bash
apt-get update

Expected Behavior

Updates to download and install, Ubuntu to be usable.

Actual Behavior

Updates do not download, and Ubuntu cannot access internet.

Diagnostic Logs

I have by hand determined this to be due to the network setup here.

The system is used to manage machines on two separate networks, 192.168.0.x and 192.168.1.x
The system only has a gateway on one network, so all internet traffic should flow out that.

Instead, it seems WSL is trying to use the network with no gateway.

If I remove the management network IP address and reboot the system, then everything's ok.

To collect WSL logs, download and execute collect-wsl-logs.ps1 in an administrative powershell prompt:

Invoke-WebRequest -UseBasicParsing "https://raw.githubusercontent.com/microsoft/WSL/master/diagnostics/collect-wsl-logs.ps1" -OutFile collect-wsl-logs.ps1
Set-ExecutionPolicy Bypass -Scope Process -Force
.\collect-wsl-logs.ps1

The scipt will output the path of the log file once done.
