Today issues like #32882 require CSS workarounds that involve using the above data attributes as selectors. See example

We should consider:

Exposing API callbacks for these selectors like lifecycle updates https://react.fluentui.dev/?path=/docs/concepts-developer-positioning-components--docs#listen-to-updates
Building this as an opt-in feature into Fluent
