unable to install Microsoft.ui.xami.2.8arm64 on windows arm 64/ Microsoft surface 11

Describe the bug

I try to install micosofot ui xami to get wsa arm 64
but i get this message
i tried allthings ms reset , disable service but give me this message

install via power shell get the same message

via Powershell
Add-AppxPackage : Deployment failed with HRESULT: 0x80073D02, The package could not be installed because resources it
modifies are currently in use.
Fehler 0x80073D02: Installation nicht möglich, da die folgenden Apps geschlossen werden müssen:
