Actual behavior

No start menu shortcut.

Maybe there would be a start menu shortcut?

Do I have to create an installer with Inno Setup for this to work?

It doesn’t have to be inno, it could be MSI, Nullsoft, any installer will work if it's created properly. Just portable apps will not create start menu entries
