Trying to use ipjs in aegir build leads to https://github.com/ipfs/aegir/runs/3136230530

File URL path must not include encoded \ or / characters

I did some preliminary tests to try to find out the root reason, but it seems that estest is also not happy with windows as I could not make my own setup of ipjs with windows too: vasco-santos#1

I think the problem is in the path-to-url utility, where we need to have a windows transformer such as: nodejs/node#20357 (comment)
