Progressive enhancement: could support no-JavaScript public browsing #11857

Summary

When browsing with JavaScript disabled (or eg. the NoScript extension), the misskey interface shows no content even for a note page. This breaks support for legacy or secure public browsing without enabling JavaScript for each Misskey instance.

The note content is already partially served as Open Graph meta headers, but in a text-only form. It would be reasonable to serve a progressively-enhanced page with the note data included as plain HTML, or serve a fully-rendered version of the note which shows up for noscript visitors and then JS can attach dynamic behaviors only if it's available.
