DOI: Local Contexts metadata for DataCite

DataCite have been working with Local Contexts to support TK Label metadata in DOI records. We've been discussing how to support their metadata requirements, and they have updated their metadata documentation as a result: https://support.datacite.org/docs/local-contexts-notices-and-labels#rights-metadata-without-label-or-notice-text

Would it make more sense to build these metadata fields into the DOI module, or to create a secondary helper module to add these fields to the DataCite metadata when mointing?
