Skeleton rebar.config bug

there's a subtle bug in the rebar.config file in the skeleton: https://github.com/mochi/mochiweb/blob/master/support/templates/mochiwebapp_skel/rebar.config#L5.

It does sound like this is essentially a rebar bug, since many apps have the expectation that this should work and the failure mode is very subtle. I'll still fix it, but rebar should certainly at least add some warnings here.

Totally agree that this ought to be addressed by @rebar.
