EIRP coverage requirements

Inspired by the metrics used to judge the performance of real satellites, I would like to suggest a contract parameter requiring a certain EIRP over a certain geographical area, particularly as an enhancement to #11, allowing better simulation of regional TVRO coverage. This is obviously quite a bit more complex than the existing system, and will probably have to implement radio logic of it's own rather than relying on RealAntennas to calculate point-to-point connections, as well as planning tools to show the player what the EIRP coverage of a particular antenna is.
