Is your feature request related to a problem? Please describe.
One problem I have with the help command is that members can see all commands that can be used, even if they don't have perms for them. Because of this, the help command will be often 5+ pages (depends if you have plugins), which can be really offputting towards members.
Describe the solution you'd like
The solution to this could be to have two commands: ?help and ?help all. The regular ?help command will only show the commands that members can use, meaning instead of showing config or modmail commands, they only see one or two pages of general utility and usable plugins. The ?help all command would work similarly to how it is now, with the added similarity to the ?plugins list compact command. Every command will show up, regardless of user perms, but because of the vast majority of commands, this could be done in a compact way.
Describe alternatives you've considered
An alternative could be to have the bot send the full help message in DMs or have a github.io page with all of the commands so members can search for them manually.
Who will this benefit
This will benefit everyone, as regular users won't be bombarded with dozens of commands they can't use or understand, and moderators will rest assured that they can see all the commands they need to use instead of owner/config commands.

If this issue is all about help i really don't like that long-long text on config/perms command if these commands link us to some wiki where it explained in a better way with examples then it maybe better. Also this bot will get more exposure as then everyone knows the bot is an open source.
Also on mobile it's nearly impossible to read embeds because of discord so wiki is best option for mobile users too
