What Docs changes are you proposing?
contribuiting.md file is totally missing in our current repository it is showing learn.md file which is named as readme.md file.

**Why do the Docs need this iProvide a clear description of the changes you're proposing for the documentation. Are you
I will create a fully new CONTRIBUITING.md file to attract contributors to this repository.

Why do the Docs need this improvement? What is the motivation for this change? How will this change benefit the community?
Its is creating negative impact on contributors

will add fully new version of contribuiting.md file
