Update to the 2018c release of the tz database #576

The 2018c release has been announced a few weeks ago: http://mm.icann.org/pipermail/tz-announce/2018-January/000048.html
I currently don't have the necessary tools installed to provide a pull request myself, so I hope that someone here will prepare the data and update to the current version.

Let's close this now that with #596 the database was updated to 2018d.
