Key dropdown doesn't appear for some probes on Nightly #2500

Key dropdown on Nightly doesn't show.

Switch channel to Beta.
Key dropdown now shows up.

I suspect that might be because there aren't enough clients for all keys, but I think the dropdown should still show up.
