A resolution was made for csswg-drafts/#4645.

[dialog element] <dialog> positioning should be describable in CSS

RESOLVED: We switch dialog positioning to rely on centered fixed container with max-height and overflow:auto pending use counter data

To file a bug automatically for these resolutions, add the bug label to the issue.

If no bug is needed, the issue can be closed.
