Leaning towards two menues

menu on the main form input
photoshop like hover menu with 1-2 columns of interactive buttons (open modals?)

modals vs pages UX in using a Spreadsheet tool

Maybe a 3rd, collapsible menu for file (spreadsheet) management? near the top of the window
